Student Chapter
ARTICLE I.     NAME OF ORGANIZATION

This organization shall be called the California State University, Long Beach Student Chapter of the Association for Computing Machinery. In this Constitution it shall be referred to as the “Chapter”. The Association for Computing Machinery, Inc. shall be referred to as the “ACM”. California State University, Long Beach shall be referred to as “CSULB” and the “University”.  The Associated Student, Inc. of CSULB shall be referred to as the “ASI”.

ARTICLE II.         STATEMENT OF PURPOSE

Section 1.   The terms “computer engineering” and “computer science”, to be referred to below as “CECS”, shall refer to the design, development, construction, evaluation, use, and management of hardware and software implementations of modern technologies related to electronic computing.

Section 2.   The Chapter shall at all times reach out to and endeavor to include CSULB students of all majors having an interest in CECS and the ongoing development of computing technologies.

Section 3.   The Chapter is organized and shall be operated exclusively for educational and scientific purposes to promote the following:

A.    An increased knowledge of and greater interest in the academic and professional fields of CECS;

B.    Greater communication between and experience with the integration of CECS and other fields of engineering;

C.    Outreach to members of the larger community who might consider a career in CECS at CSULB, particularly students at high schools and two year colleges in the local area;

D.    The development and enrichment of the professional skills and employability of its members;

E.    Increased awareness among the professional CECS community of the capabilitiesand professionalism of the Chapter’s members and the student body of CSULB; and

F.    Opportunities for CSULB students to develop and demonstrate organizational, technical, personal, and leadership skills.

Section 4.   At no time shall the Chapter undertake any activity with the primary purpose of providing personal financial enrichment for any of its members, officers, or other organizations, other than professional development and job seeking activities. In particular, the Chapter shall undertake no activities contrary to the non profit status of the ACM.

ARTICLE III.              MEMBERSHIP

Section 1.   The Chapter is free to choose and accept new members without regard to sex, race, religion, national origin, disability, sexual orientation, age, or veteran status.

Section 2.   Regular membership shall be limited to enrolled students of CSULB. All others can be ex officio members (faculty, staff, alumni, and honorary members).

Section 3.   Membership in the Chapter shall be open to all ACM members and nonmembers.

Section 4.  Voting membership in the Chapter shall be granted to chapter members who are also ACM members. Membership in the ACM, however, shall not be a requirement for voting membership in the Chapter.

ARTICLE IV.               OFFICERS

Section 1.   Elected Officers

The officers of the Chapter shall include President, Vice President, Secretary, and Treasurer. Other offices may be established including, but not limited to, Webmaster, Membership Development Officer, Leadership Development Officer, Fundraising Officer, Special Events Officer, and various officers of special projects or activities.

Section 2.   Appointed Officers

The President shall serve as chairperson of the Leadership Committee and chief Parliamentarian at all meetings.

The Leadership Committee shall appoint an elected officer to represent the Chapter at all AESB meetings and events. Should the representative be unable to attend any AESB meeting or event, he or she shall notify the Leadership Committee as soon as possible so that another officer may represent the Chapter. The representative shall be responsible for keeping a written report of all AESB decisions, actions, and announcements, and shall submit to the Leadership Committee a copy of the report in a timely manner.

ARTICLE V.     EXECUTIVE BOARD

The Leadership Committee shall serve as the Executive Board of the Chapter.

Section 1.   Voting Members

Only officers elected by a plurality of members in a valid election as defined in this Constitution and the Chapter Bylaws shall be eligible to vote in the Leadership Committee.

Section 2.   Ex Officio Members

The Faculty Advisor for the Chapter shall serve on the Leadership Committee in an ex-officio, non voting capacity.

Section 3.   Non Voting Members

Although all Leadership Committee meetings shall be open to all members, no designation of non voting membership in the Committee (other than the Faculty Advisor) shall be made.

ARTICLE VI.      MEETINGS

Section 1.   The Chapter shall hold meetings only in places that are open and accessible to all members of the ACM and of the student body of CSULB.

Section 2.  Whenever possible and upon request, the Leadership Committee shall make an effort to assist members or guests with disabilities in fully participating in all meetings, including requesting assistance from the CSULB Disabled Students Services office.

Section 3.   General Meetings shall be held at least every other week, whenever possible, while school is in session, and shall be open to all who wish to attend.

Section 4.   Leadership Committee Meetings shall be held at least every week, whenever possible, throughout the calendar year, and shall be open to all who wish to attend.

Section 5.   Special Meetings shall be called with the approval of a quorum of the Leadership Committee as needed. Special Meetings may be called at any time. However, such meetings shall, whenever possible, be scheduled so as to allow for notification of, and attendance by, other Chapter members.

ARTICLE VII.       METHOD TO AMEND THE CONSTITUTION

Section 1.   All proposed changes to the Chapter Constitution shall be approved by the Chairs of the ACM Membership Activities Board and the ACM Constitution and Bylaws Committee before being presented to the Chapter membership for a vote.

Section 2.   All proposed changes to the Chapter Constitution shall be approved by the ASI and the University before being presented to the Chapter membership for a vote.

Section 3.   A vote of two thirds of the voting members of the Chapter shall be required to amend this Constitution.

Section 4.  Approval by the University is needed to change the constitution.

ARTICLE VIII.        SUCCESSION OF OFFICERS

In the event of the removal or resignation of an officer, the Leadership Committee shall temporarily divide the vacant office’s duties among the remaining officers until the vacant position is filled, and the Leadership Committee shall immediately inform the members of the vacant position.

ARTICLE IX.    STATEMENT OF AFFILIATION WITH EXTRA MURAL
ORGANIZATION, NATIONAL AND/OR LOCAL

This Chapter shall be chartered by the ACM and Chapter business shall at all times be conducted in accordance with the Constitution and Bylaws of the ACM.

ARTICLE X.     DISSOLUTION OF THE CHAPTER

Section 1.   Dissolution of this Chapter by the consent of the members shall require the unanimous agreement of all its elected officers, together with a vote of two thirds of its voting members, at a meeting which has been publicized in advance to all members of the Chapter for the purpose of taking a vote for dissolution.

Section 2.   Should this Chapter be dissolved its assets and liabilities shall be transferred to the ACM and shall be supervised by the Membership Activities Board.

ARTICLE XI.     CHAPTER FACULTY ADVISOR

The Faculty Advisor shall be a faculty member or full-time staff member of CSULB who is also a voting member of the ACM. The Leadership Committee shall select the Faculty Advisor. The Faculty Advisor, in consultation with the Chapter members, shall determine his or her duties in accordance with ACM and University policies.

ARTICLE XII.     MAILING LISTS

All mailing lists of Chapter members and potential members, including physical addresses, mailing addresses, phone numbers, or e mail addresses, shall be used solely for communicating information regarding Chapter and CSULB business.

ARTICLE XIII.     HAZING PROHIBITION

The chapter and/or its members shall not engage in hazing or commit any act that injures, degrades, or disgraces any fellow student.  Hazing is understood by the organization, its officers, and its members to be defined as any action taken or situation created which, regardless of location, intent, or consent of the participants, (1) produces or is reasonably likely to produce, bodily harm or danger, mental or physical discomfort, embarrassment, harassment, fright, humiliation, intimidation, degradation, or ridicule, or otherwise compromises the dignity of an individual; (2) compels an individual to participate in any activity which is unlawful, perverse, publicly indecent, contrary to the rules, policies, and regulations of the University, or which is known by the compelling person to be contrary to the individual’s genuine moral or religious beliefs; or (3) will, unreasonably or unusually, impair an individual’s academic efforts.
